TNI Standards in California and Small Utility Laboratories

ABSTRACT
California’s Environmental Laboratory Accreditation Program (ELAP) is proposing to adopt the TNI 2016 standard with a multi-year implementation period. California has a large number of small laboratories, with many drinking water and wastewater utility laboratories having only one or two FTEs. The laboratory community is concerned about how these small organizations can make the transition to the TNI standards, the additional resources that will be required, and the prospect of a significant number of laboratory closures. The potential impacts on the laboratory community will be discussed, as well as measures the State can take to assist municipal laboratories. The experience of one small laboratory in a voluntary phased implementation of the TNI standards will also be discussed.
