Dr. Charles (Charlie) William Carter dedicated over 30 years to the environmental laboratory business and community. Considered a highly respected environmental testing genius by everyone fortunate enough to know him, he was brilliant and had relentless energy, work ethic, and passion for advancing the environmental testing industry by providing critical scientific expertise and support. Charlie was deeply involved in many environmental organizations and a frequent speaker at conferences, forums, and meetings. He was a leader in the industry and one you could count on always pushing the envelope to help the environmental measurement, monitoring, and laboratory community excel in meeting the highest levels of integrity and quality.

2016 Recipient: Dr. Richard Burrows

Dr. Burrows has over thirty years of experience in analytical chemistry in academic and commercial laboratories, of which 25 years have been in the environmental laboratory field. His work has involved bringing new perspectives to method detection limits, calibration, quality assurance and quality control, and method development.

Dr. Burrows received his B.S. in Chemistry and PhD in Analytical Chemistry from the University of Bristol, in England.

2017 Recipient: Dr. Andrew Eaton

Andrew Eaton has a PhD from Harvard, did postdoctoral work at CalTech, and is a Board Certified Environmental Scientist (BCES). He has been with Eurofi ns Eaton Analytical in a variety of roles for more than 37 years, currently serving as Technical Director and Vice President. He is a member of the Joint Editorial Board of Standard Methods for the Examination of Water and Wastewater, and serves on multiple national, state, and industry committees evaluating data quality. He has served as a co-principle investigator on various water quality research projects and studies of emerging contaminants, and his research is focused on validation of new analytical methods for drinking water and reuse water, and interpretation of large data sets.

2018 Recipient: Marlene Moore

Marlene Moore founded Advanced Systems, Inc. in 1992, specializing in quality systems for laboratory and sampling operations. With over 20 years of experience managing sampling and testing laboratories, she now focuses on assessing laboratory accreditation to ISO/IEC 17025 and conformity assessment programs to ISO/IEC 17065 for organizations like A2LA, ANAB, and ANSI. Her training includes EPA Safe Drinking Water Program certification, ISO 9000 auditing, and evaluation of accreditation bodies through Pacific Accreditation Cooperation (PAC). She also developed PAC training for ISO/IEC 17011:2017 peer evaluators.

2019 Recipient: Judith Morgan

Ms. Morgan has over 30 years of experience in analytical testing and compliance and currently serves as Vice President and Chief Compliance/Training Officer for Pace Analytical Services, LLC. She leads compliance programs and career development initiatives, with expertise in quality assurance, environmental health/safety, sustainability, and waste minimization. A respected expert witness and former lobbyist, she has experience as an analyst in both organic and inorganic methods. Ms. Morgan has been an active member and leader in numerous national committees, including TNI, ACIL, SETAC, A2LA, and EPA. She holds a B.S. in Chemistry and an M.S. in Analytical Chemistry, with research focused on environmental analysis at Vanderbilt University. She is also a member of several professional organizations, including the American Chemical Society and the Society for Environmental Toxicology and Chemistry.

2022 Recipient: Ray Frederici

Ray has over 40 years experience in the environmental testing industry, a B.S. in Environmental Biology, and an MBA. Ray is an advocate and contributor for the environmental testing industry and has been active in TNI, ACIL, NEMC, EDQW, and other environmental associations. He is an expert in quality and safety systems development and implementation.

2024 Recipient: David M. Friedman

David began his federal career at the FDA, identifying industrial chemicals in the food chain, before moving to the EPA to develop the hazardous waste regulatory program. He directed the creation of hazardous waste standards, the EPA's testing manual SW-846, and founded the National Environmental Monitoring Conference (NEMC), chairing it for 20 years. Later, as Senior Advisor on Monitoring at the EPA, he helped establish the Forum on Environmental Measurements (FEM) and the Environmental Laboratory Advisory Board (ELAB). After ELAB's funding ended, he co-founded the Environmental Monitoring Coalition (EMC). In retirement, David serves as Technical Advisor to the ACIL Environmental Sciences Section. His leadership and expertise have left a lasting impact on environmental monitoring, making him a deserving recipient of the Charlie Carter Award.

 

This award has been established to recognize a technically competent individual and leader in the environmental measurement, monitoring, or laboratory industry, embodying Charlie's strengths in scientific expertise, communication and mentoring. One (1) recipient will be selected annually and recognized at the National Environmental Monitoring Conference (NEMC) as part of the Environmental Measurement Symposium (Symposium) held jointly with the Forum on Environmental Accreditation. The recipient will provide the Monday Keynote Address at the Symposium, receive free registration for the full Symposium, and be presented with the award in the year that follows the nomination.

Nominations will open on the first day of each year's Symposium and close on January 31st of the following year.
