James Morgan
Mr. James T. Morgan (JT) is an attorney in EPA’s Office of Criminal Enforcement, Forensics and Training (OCEFT) where he has worked for approximately 14 years. His major focus is in Clean Water Act criminal enforcement and related policy areas. He is also the office’s lead attorney for Safe Drinking Water Act enforcement matters. Prior to joining OCEFT he was with EPA’s Office of Water working on Clean Water Act regulation development. From 1991 to 1998, Mr. Morgan was engaged in the private practice of law primarily in the areas of criminal defense and environmental counseling. He is a past member of the Board of Governors of the Virginia State Bar’s Environmental Law Section.
Currently he is serving as EPA’s lead attorney on a large and complex Clean Air Act criminal case. He also advises on criminal environmental referrals to the Department of Justice for legal and policy issues and is OCEFT’s lead counsel on use of force issues.
Prior to becoming an attorney, Mr. Morgan worked for over 10 years as an environmental scientist and consultant. He was employed as a bench chemist performing water quality testing, assisted in development of data bases to identify and track pollutant loadings for Clean Water Act purposes, and consulted to EPA on the evaluation of waste treatment technologies to treat hazardous wastes under the Resource Conservation and Recovery Act (RCRA). He also worked as an investigator for the insurance industry assessing environmental risk and liability for major industrial facilities including oil refineries, steel mills, secondary metal smelting operations, and hazardous waste treatment facilities.
Mr. Morgan holds a B.A. in Biology and an M.S. in Environmental Sciences from George Mason University where he specialized in aquatic ecology. He is a 1991 graduate of California Western School of Law in San Diego and is licensed to practice in California and Virginia.
