Mr. Kolb has 29 years experience in coordination and logistics support for the delivery of environmental measurements. He also has extensive experience in program, project, contracts and data management. He is a nationally recognized expert in third-party environmental sample and laboratory data management, having authored numerous documents including published papers, strategic plans, reports, directories, training manuals, work plans, standard operating procedures, and quality assurance plans. He has prepared and delivered hundreds of training programs, presentations and orientation sessions related to environmental sample and laboratory management.
In addition, Mr. Kolb has designed, implemented, deployed and maintained a variety of automated systems used to track the ordering, scheduling, shipping, tracking and payment of environmental analyses. Example systems include EPA’s primary system used to documents and tracks chain of custody of environmental samples collected in the field (i.e., FORMS 2 Lite 1998-2012) , a system that electronically assesses data quality for environmental laboratory data (WebEDR) and two separate systems for determining the analytical capabilities of state, federal and commercial environmental testing laboratories.
