Scott Giatpaiboon

Scott Giatpaiboon is an accomplished water quality leader with extensive expertise in environmental laboratory management, regulatory compliance, and scientific research. Giatpaiboon started as the Organic Chemistry Laboratory Supervisor in 2022, quickly being promoted to the Water Quality Laboratory Manager for Irvine Ranch Water District after 6 months. He manages a team of 26 professionals in a high throughput, accredited environmental water quality laboratory. Serving as the District’s Technical Manager for CA-ELAP accreditation, he ensures operational excellence through transparency, delivers high-quality data, implements new laboratory standards, and leads strategic initiatives to meet evolving regulatory requirements. At the District, he spearheaded the implementation of the new Technical Information Management System (TIMS) project that modernizes data reporting, management, and accessibility.

Previously, Giatpaiboon was a Research Scientist II at CalEPA’s Environmental Chemistry Laboratory, where he developed and maintained an ISO/IEC 17025:2017-compliant quality management system, oversaw accreditation processes, and provided expert guidance on complex environmental analyses for regulatory decision-making. He also serves as a voting member of The NELAC Institute’s Laboratory Accreditation System Executive Committee, shaping national accreditation policies. Scott is also a distinguished published author of three technical publications in the Journal of Analytical Biochemistry for his work in enzyme kinetics and bacteria antibiotic resistance.

Scott holds a B.S. in Biochemistry from the University of California, Santa Barbara, a Master's of Science in Chemistry from Cal Poly Pomona, and an Master's in Public Administration with a Leadership Emphasis from California State University.
