Building Community Air Monitoring from the Grassroots Up

ABSTRACT

Monitoring air quality in communities near major sources of pollution is vital to keep residents informed, since emissions events and accidents can occur at any time. To achieve that goal, we have established a network of ambient air sensors in fenceline communities across the Houston area, installed at homes and community centers. These sensors capture particulate matter, ozone, nitrogen dioxide, carbon monoxide, total volatile organic compounds, and meteorological conditions, with newer additions that also capture carbon dioxide and sulfur dioxide. This data is channeled to a public dashboard that displays a map of all sensors, color-coded by their respective AQI, reported in real time, with the ability to toggle through each pollutant. The dashboard also highlights sensors with current high-pollutant alerts, helping users stay aware of specific areas with higher pollution levels. Relationships with sensor hosts were established through outreach, attendance at community events hosted by local civic clubs and super neighborhoods, and leveraging staff connections. Their ongoing participation in this community air monitoring program is nurtured through regular sensor maintenance visits and community data-sharing presentations, during which community groups are routinely updated on air pollution trends in their neighborhoods over longer periods of time. Action plans are also developed in collaboration with community groups to address their specific air pollution issues. So far, these have included industry outreach campaigns, public comments on permits, academic research collaborations, elected official engagement, and the development of community advisory panels. Open communication is established between each host and our staff, allowing them to contact us during emission events or odor incidents. This helps establish trust and sustains a reliable presence in the community.
