William Lipps
William is general manager of government and regulatory business development at Shimadzu Scientific Instruments with a primary function of developing and publishing new alternative test procedures at EPA, and international standards at Voluntary Consensus Standard Bodies (VCSB’s), such as ISO, ASTM, AOAC, and Standard Methods.
William has over 37 years’ experience as a chemist and manager of industrial and environmental laboratories, product specialist, product manager, and marketing of both laboratory services and instruments.
William is the past chair of ASTM Committee D19 on Water, and the current 2nd Vice Chair. Previously, William has served as the First Vice Chair of ASTM D19 (2011-2017) and as the Chair of D19 (2017 – 2023). William also chairs the ASTM D19 and EPA Collaboration Committee and is the membership secretary for ASTM D34 on Waste Management.
Additionally, William is the AWWA representative to the Joint Editorial Board (JEB) of Standard Methods for the Examination of Water and Wastewater (2018 to present) and was the Standard Methods Part 4000 Coordinator from 2014 – 2018). William was the Part 4000 coordinator for the 23rd Edition of Standard Methods and the Editor in Chief for the 24th Edition of Standard Methods.
William is also a US delegate to ISO TC147 water quality serving as the ANSI Head of Delegation to Subcommittee 2 (SC2) on water chemistry methods, is a member of the Environmental Monitoring Coalition (EMC) is a member of the NELAC Institute’s (TNIs) policy and advocacy committees, and the Water Environment Federation Lab Professionals Committee vice chair. In his roles at ASTM and Standard Methods, William has developed or supervised the development of multiple new or revised methods currently approved, or pending approval, by the USEPA for compliance reporting.
